Repowering – an opportunity to make your wind turbine site more efficient

Given that the NIRO scheme is now closed, generating stations are limited to claiming ROCs on the Total Installed Capacity (TIC) for which the station was originally accredited.

The key question, therefore, is whether the current generating asset, (the wind turbine), is maximising the generation potential of the station? In many cases, the wind turbine originally installed may be able to be upgraded in terms of size and performance whilst still maintaining the same TIC. This process is known as ‘Repowering’ and usually involves replacing an existing wind turbine with a larger model, usually with a bigger rotor on a taller tower. These can be both new turbines or refurbished older models with careful modification. Both need to be chosen carefully to ensure ongoing Ofgem compliance. At the same time as changing the wind turbine, controllers can also be upgraded to increase efficiency, overall performance and financial returns. Given the age of some wind turbines and the advancement of electronics since their manufacturer, this is a sensible addition.

Successful repowering requires careful consideration of a number of factors:

  • Financial viability and worth – is the cost and risk worth it?;
  • Correct replacement turbine, control and generator choice – what should I buy?;
  • Adherence to Ofgem requirements to maintain ROC eligibility – what will Ofgem not like?;
  • Adherence to NIE grid code and grid statutory requirements – how do I comply with NIE’s existing and new connection criteria?;
  • Site feasibility, e.g. access, noise, shadow flicker, best turbine choice, etc – can I actually fit a new larger turbine on my site?;
  • Planning approval and associated operational planning conditions – will the local authority give me planning consent and what will I be expected to do to retain it? ; and
  • Ofgem reaccreditation and maintenance of income – how do I make the changes with Ofgem and maintain my place on the ROC register?

(Even if your site is not suitable for a larger turbine, you may still be able to benefit from an upgraded controller to improve output).
